Discovery 2 cold start problems

Glow plugs have been replaced with new plugs and a new glow plug relay also fitted. I have checked and they are getting power with ignition on so assume these are working ok (the old plugs were knackered)
 
Forgot to say check to be good connection at the earth points situated on that rail near the battery and if there is above 10.5V on F1 while cranking expose the ECU without unplugging it, use a needle to reach pin 3 of black plug from behind(brown/orange wire) and measure on that too

Iv just gone and had a quick to now to make sure i know where I'm looking tomorrow and I pulled fuse 1 out, I found that the fuse has got black areas on, I checked the others and found similar on most.
I have attached a pic of fuse 8.
What would cause this? None of them are blown but most show signs of black possibly burnt areas?
