Hi. Has anyone ever done a repair on this before? Can I get a new bit and weld it on?

From what I can see id brush all the surface rust off and see what your left with, any holes either weld or maybe body filler may sort it, rust proof and paint.
That's probably what I would do not sure if it's the best option or not
