Defender VIN plate

The chassis is stamped and the there is a VIN plate on the brake servo; however the VIN plate on the missing from the bulkhead. This is the one that can be viewed through the windscreen on the passenger side. Should there be on a 1991 Defender and if so where can I buy one from? The local dealership can supply one but are quoting 3 month turnaround.
