Defender 90 Rear Shock Fitting issue

Hi All,
I have been trying to fit new rear shocks to my work vehicle (1990 Defender 90 200 TDI) and I have been struggling with the washers the new kit (https://www.brookwell.co.uk/product/britpart-shock-absorber-grs101) contains only 4 and the old shock had 5 but never had a good ride, I suspect this is due to horizontal movement of the shock. What is the correct arrangement of washers for these shocks and how do I secure it to the top shock arm as I have used all 4 washers.
I have attached below an image of the arrangement of the 4 washers I have and another image showing the side of the shock that needs securing, would there be a specialist washer as the ones that came off, does not clamp down but instead rest on the shoulder of the bolt (Rear shock arm) and prevent it clamping down on the rubber bush, part circled in white is the area of issue.

We also have a poor fit on the arm and there is a gap in the arm and bush, preventing a tight seal so can easily be removed and put back on without grease.

Any help is much appreciated
