If the SWR meter is not moving it may be that your atenna is tuned 1:1! This means it is as good as it is going to get!!
Most SWR meters have a swith and a knob to calibrate before taking a SWR reading. Does the meter move on calibrate?
If it does and then you switch it to SWR reading and the needle dosnt move then that is great. You antenna is working as well as it is ever going to.
Also if you have been having a conversation with someone 15 miles away. I would say that you dont have any problems!!
