I wouldn't have thought so unless the "river" itself is part of a byway, like Violets Lane in Herts/Essex?

Normally the RoW only runs across it and driving the vehicle up and down the watercourse like that would probably find you foul of the Environment Agency.....especially if i was a leaky Land Rover....
