Has it got a 3 position switch or is it just on/off. Maybe previous owner put wrong switch in.

It should have a 3 position switch, by law the sidelights must operate without the headlights, I would suspect the switch is faulty or someomne has bodged the wiring...

Probably twin filament bulbs in your headlights. First click of the switch is sidelights and second flick of the switch is full headlights. You can change them to single filament bulbs so only the little sidelights come on and not your main headlights.

do they fully come on.

On mine, the side lights are accompanied by a "dim" dipped beam, second click gives you full dipped beam (if that makes sense)
IIRC I read somewhere that this dim dipped beam is controlled by a resistor under the wing somewhere (possible drivers side) if this goes short circuit, it would give you a normal dipped beam with side lights.

I thought it was side lights engine off, day running light with engine running these days.

As of 2015 (cars produced from 2012 on) then yeah daylight running lights will be part of the MOT, these will most likely be the sidelights still as Volvos have always done although more and more are fitting dedicated daylight running lights. You do need to have ign off sidelights as well still I believe.

To add some pointless info. I have a 12 plate transit from work and as soon as the ignitions on/engine running the dip beams come on. Not dim dip or side lights. It winds me up the amount of people that flash at me trying to tell me:frusty:

Not necessary on defenders when the engine is running then you will get 60% power to the dipped beam (headlights) when you have side lights on know as dim dip. :)

some do, some dont, not found any rhyme nor reason to which do or dont, mines a 96 300tdi, and it does do this...
