bit of a lean on

It might be worth taking the front wheels off (on level ground) and take the spirit level to the wheel mounting face of the hub. If it's still showing that it's leaning on that hub then I'd be inclined to strip and rebuild the hub just to check for wear in any components. I may be wrong but I can't see the problem being tracking because the wheel will be pushed/pulled horizontaly if tracking was out not vertical in your case. It seems as if the castor angle is out but that then would have to be combined with tracking??? (I'm not saying it is though)
