Just replaced the belts on my TD4 today and thought I'd pass on a few tips.
1: I only needed to take RH wheel and side cheek off. I didn't take the underbody panel off.
2: You'll need a 24mm combination wrench. A second big wrench so you can interlock them to make pulling on the tensioner easier helps a lot.
3: The view of the belt from the top is going to be pretty much zero visibility. I took off the air intake pipe and undid a bracket holding an aircon line to the engine to make some room to get the belt over the PS and water pump.
4: The aircon belt is a doddle. Two 10mm bolts hold the tensioner and you can put tension on it using a 22mm deep socket while you lock the other bolt.
5: I got the belt over the PS and water pump first, then used small bulldog clips to help keep it in place while I fiddled underneath.
6: Thread the belt but leave the idler until last.
7: Rejoice when the belt is finally on! You're done for a good 60,000 miles (or until you need to change the water pump or thermostat!).
The other thing I'd recommend is spraying everything in the wheel arch down with brake cleaner to get rid of the dust. Oh, and you'll need decent light, and I found a couple of long screwdrivers handy to get the belt over the PS and water pump (but I have giant hands, those with normal hands might be fine).
