4x4 green revenue

i've heard that the EU is gonna be taxing all 4X4 owners according to how many miles they do on tarmac. this will benefit those that use their vehicles solely off road in that they will not have top fork out for the road fund tax
already there is a europe wide union to have tarmac removed from some of the less busy roads so that we should ba able to travel from ..say... berlin to liverpool without having to pay tax of any kind..

what i want to know is this will we be havin pikey coming around ask if we want wut drive graveled or muddy potholed
