In std state of tune with the wastegate actuator blanked you will be lucky to get much more than 16 psi of boost.
If the wastegate it stuck open you will get low boost at all rpms.
If you have compressed air you can gently test the actuator, if no compressed air just take the thing off the car and see what is wrong if anything.
