i though if the cover was on thay are not aloud to remove to check

All access panels need to be opened, the oil level and water level needs to be checked before an mot can commence. There are certain pre checks to do before you register a mot.
All access panels open
Oil level
water level
chassis number
reg number
to just name a few
I've taken many cars for MOT's over the years and not once has anyone ever checked the oil level!

On a diesel oil level is checked before fast smoke test and a temperature probe is inserted into the dipstick hole for the duration of the test.

Anywhere they do the fast pass smoke test.
