110 PU ongoing project have rebuilt front end twice really first started with putting 90 front parts On 110.
Included HD axle of which seemed not to work so moved everything back that was moving three differentials twice.
Now almost have rear end rebuilt.
And looking at steering rods that were frozen now working shape.
But when I went to fit steering arm with steering damper I could not move steering wheel.
This is a steering pump 90 is all manual, does the truck need to be running for this to work or move?
This truck has not moved in? A few years?
Of which I also suspect?

your pic is of a power steering unit. Above it is the reservoir for the fluid [ black can ] The power steering unit needs to connect to the pump which is mounted on the engine. Engine needs to run to make system work. However if wheels were off the ground it would be possible to move steering wheel by hand only.
