The OP is concerned with the planned expansion of the ULEZ area rather than the current LEZ and ULEZ zones. If he wants to drive a defender in the ULEZ zone he is going to pay the charge. Residents within the zone get a reduction until 2022 then have to pay in full.

Yer right Bluedog it does say that on the website. Clearly there are going to be administration problems if my "exempt" vehicles are showing non compliant and subject to the charges. It is certainly advisable to get it clarified with TFL beforehand on a one to one basis if planning to take a classic into the zone. Won't affect me though, my days of driving anything in London are done.
