    Purge the fuel system a few times, ensure the battery is fully charged and try again. If your battery is not able to spin the engine over fast enough it will not start.

    Did it not turn over at all or just fail to fire up. You did not prime the fuel system correctly, you have to turn on ignition and pump the accelerator 5 times to the floor.

    Try disconnecting fuel line at FPR and see if you get diesel there.

    Could be ecu problem. Check the socket for oil, injector harness can leak oil back.

    Is the fuel pump running, filter ok and system bled, fuel pressure regulator ok, TD5 engines require a really good battery to spin them over fast enough, is the battery up to the job.

    Did you put the damaged turbine cartridge back in, turbine blades are very finely balanced and any damage will cause serious trouble if you continue to run it like that, I would not risk driving it like that. They can spin at upto 200,000 rpm.
