The OP have a has a disco 1 and the engine cooling system is closed circuit therefore no “outflow hose“ I assume that you are referring to an over flow hose that was once fitted the top of the coolant reservoir or rad header tank, so not fitted now also the system is vented via the valves...

Well what it does, it ensures that fuel rail pressure is maintained at a constant pressure difference of 2.5bar above that of the manifold. When pressure exceeds the regulator setting excess fuel is returned to the fuel tank. So it seems that isn't happing so replace the hose.
