lift pump is operated by a cam, when cam is in wrong position it wont pump, you have to flick the engine over a split sec, maybe a couple times till cam in right place. OR.. fit fuel priming bulb and never need to do that ever again:D

19j pump was the same as the one on my disco 200tdi. They don't pump unless you have the cam in the right place. I have fitted a fuel priming bulb, between lift pump and fuel filter, which makes bleeding up a pleasure:D Change the fuel filter, if it still does it, change lift pump, if it still...

Might be the veg oil, I used veg oil a while back and had similar problem. I had to drain it out to reduce the percentage of veg oil to diesel and it ran much better. I don't bother with veg oil now. :)
