There’s 4 variations of D1 tail lights in the life of the 300 series 1995 to1998.
So based on 96/97 MY for UK & the rest of the world the part numbers are PRC6475 RH and PRC6476 LH
As always to get the correct part the VIN No is required.
So are your tail lights different from the UK spec item, as there a few here new and used on the eBay sites and shipping to the states as most other places from the UK isn’t difficult, I’ve done it a few times sending stuff abroad of course there...
Rear fog lamps are the bottom segment of the body mounted units, tail lighting along with indicators are above, a standard as it left the factory.
Rear bumper is just indicators and tail lights in both units, again as it left the factory.

So what is it an alarm/immobiliser issue or super locking issue, if the latter then you in trouble as non of the doors can be opened from outside or inside without using a functioning remote.

My 3.5 RR had a similar sound at 100K miles which was instantly diagnosed as a worn camshaft by the LR dealer which was replaced by them.
Maybe it would be worthwhile if it is a cam issue to replace both, which I believe you engine has two.

The Thatcham security grade of the existing security system will tell you if the vehicle was fitted with an immobiliser system when it left the factory (Google Thatcham)

My quick search gives me a LR part number as STC778 Kit headlamp cover so possibly nothing to do with adjustment, anyway unfortunately they are obsolete.
