On a practical level, can't you just bolt on a standard bumper, and replace the other after the inspection?
Alternatively, you could just point out to him that he will probably use the winch once in a blue moon, but will pay for the fuel to carry it around all the time.

Long long time ago. When first abolished there where some places that only had speed limits at night, although since they have gained regular speed limits. But most States have speed limits higher than 55mph. Also interestingly you can also tow at whatever the posted limit is, so fully loaded with a trailer you can legally tow at 70-75mph in some places.Have they done away with the blanket 55mph limit, then?
Colleague of mine, wehn a student, woke up one day to see her Mini on bricks and a note saying "We've borrowed them for the MOT, we'll put em back soon".I remember a garage in Herts which someone had "MOT Tyres".. literally they would swap the tyres/wheels for the MOT and then back again afterwards.

If the motor was a bit rough, extra fiver to the tester and he would pass it. If it was really bad, we had to give him a tenner, and he still passed it!
