On a practical level, can't you just bolt on a standard bumper, and replace the other after the inspection?

Alternatively, you could just point out to him that he will probably use the winch once in a blue moon, but will pay for the fuel to carry it around all the time.

I dont think he wants the winch anyway but we have to swop them over to get inspected then sort a standard bumper later..will no more of his plans later...

wasnt even wired up cables tied up in engine bay...just got to get new bumper and borrow bumper from his other 90 for inspection..

Have they done away with the blanket 55mph limit, then?
Long long time ago. When first abolished there where some places that only had speed limits at night, although since they have gained regular speed limits. But most States have speed limits higher than 55mph. Also interestingly you can also tow at whatever the posted limit is, so fully loaded with a trailer you can legally tow at 70-75mph in some places.

But the roads are quite different over there and there aren't speed cameras every few hundred yards.

I remember a garage in Herts which someone had "MOT Tyres".. literally they would swap the tyres/wheels for the MOT and then back again afterwards.
Colleague of mine, wehn a student, woke up one day to see her Mini on bricks and a note saying "We've borrowed them for the MOT, we'll put em back soon".
Next day the wheels were back on.
Lucky considering she was living in Scouseville at the time!
 
Looks nice. How was the previous owner able to fit and use it if you can't?

20€ in the ashtray at inspection time...thing is if it reg between 2010 to 2017 it could be on the log book as certified but I was working with owners dad and couldnt check but he doesnt want it anyway...and not only did I get paid but was given 2 Huskvarna chainsaws and a blower and strimmer both sthil and a six burner Kenwood range cooker thats never been used as the fan doesnt work all cluttering up the shed he said...given the job of laying a concrete slab to put a timber frame garage on for his S2 I'm renovating but theres an indispension trailer lying there so Iv'e to remove that as well..all in all a good day lol...doesnt happen often down here but at least it's warm and sunny most days...
