I've had my D2 for five years now and I've never seen that light! The most fuel I ever buy is half a tank, but it is the top half!
Apart from that, from what I've read about "the diesel bug" it likes fuel tanks which don't contain much fuel, which in the case of the Td5, when the engine is running, the fuel in the tank can reach the temperature that the bacteria likes very much quicker if there isn't much fuel in it.
When fuel tanks are left very low, there tends to be a lot more space for moisture to develop which can lead to water collecting at the bottom of the tank below the fuel. The bacteria loves to live on the interface between the water at the bottom and the fuel which tends to float above it.
