When you say newspaper, do I wedge it in-between the fan blades & do I stop it's initial progress on startup? Because it'll be slightly stiff to begin with won't it?

Tightly rolled newspaper, start the engine, wait for the viscous to free off, push end of newspaper into fan blades, fan should stop. Repeat with the engine up to temperature, fan should not stop, it should shred the paper.
 
Well that's what I'm thinking. Instead of wedging it in could I not hold the roll of newspaper and press it against the fan until it stops. Their's probably no need to hold it until it reaches temperature, is there?

That would be if I just rammed it Into the fan. But if I press it against the fan until it slows down. Remember it's still cold so should slow down if the VC isn't broken.

Nobody mentioned "wedging it in", you push it into the fan blades and it will either stop or chop.
