Yeah. That one goes to the EGR solenoid. The one you highlighted in yellow is the one that comes from the solenoid to the EGR valve. If you look where you've highlighted in green, but underneath on the very back of the vac tank (the black, bean tin sized thing, remember?), you'll find a really long one that probably goes under the engine cover (removed in the picture) that comes out again on the left side of the engine, then goes down the back of the engine to the turbo solenoid. If this one has splits or holes your turbo will not be working properly. It's worth checking that one if you haven't already.
