Is it? I don't see any actual 'riding' going on
One of my mates was the first in our home town, and possibly in th uk, to get done for riding without a helmet. The law came in 1974 and I had just bought a brand new bike which was kept in a garage we shared. We and a bunch of others turned up at a party but we were a week early  and so on the way home he dropped the crate of beer off in the garage as he was passing that way. When he got in the garage he spotted my bike and decided to go for a ride, and got nabbed. Got done for no helmet, no insurance and TWOC. If I'd said he had my permission, to get him off the hook, I would have got done for aiding and abetting.

My mate had a similar experience by taking someone elses car for an mot as he was ill and got fined.
