It should turn slowly with a constant pressure on the bar, there is a torque figure but I cannot remember what it is. As long as it turns, it's OK.
If it's locked, it may have destroyed the front diff, so while you are under the car, drain the diff and look for bits of metal.

Apply 15 lb ft of torque to output flange nut for 1 minute flange should turn 25 to 30 degrees in that time.
 
Good morning & what a glorious one it is ! I have tried to budge the viscous coupling, 1st with a decent wrench then with a 2 foot bar on the end, NOTHING ! It will not budge at all, so i am guessing the VCU is pooped ! I am hoping that this is the only issue, no debris in the diff either !! Thanks Elliot

Yep, time for a new VCU. I check mine at every 6K service:)
 
If you can afford it I would recommend you purchase a complete remanufactured transfer box which will include the VCU. Your old unit may have bad bearings, worn pump streatched chain etc). Ashcroft do an exchange deal.

Hmmm, transfer box is pretty bomb proof assuming it has oil in it that has been changed this millenium. Unless there are oil leaks I'd leave well alone and just swap the VCU.
