14.7 regulator is fine if you have a maintenance free sealed calcium battery. If you have a battery that can be topped up you will need to check the electrolite level on a regular basis and top it up. 14.7 will slowly boil it off.
 
He said it was 14.7v but when acually measured it was 14.4v

All those measurements you come with, where are they taken? Battery or Alternator?

Before new cables installed i only had around 13.7 volt on battery but at least 14.2 V on Alternator - now its the same both places.
