If it's in neutral, then can't be gearbox? Check valves first. I'd look at the dizzy, then the cam gear. Couldn't see from the video, is there oil coming through the rocker shaft?

Can't remember if you said you have a Nanocom or not ? If you do, then it should be easy do get the GEMS how you need it, before building the other vehicle.
So the warning light is just a warning light .... can you engage the PTO and spin the capstan/winch (so you know it's working) and then disegage the PTO and see if the capstan/winch still works ?

I don't have a PTO on my 90 so won't be a huge help here, however, that 'thingy' with the wires on looks like a pressure switch which when trhe PTO pump is running will light up the 'do not reverse' warning lamp on the dash.

True that originality seems to be valued more highly than a fresh re-paint even if it's a pro job. But does the paint they used for these back in '89 lend itself to being polished (by which I mean T-Cut or similar abrasive cutting polish)?

Indeed they replaced all the belt a couple of months ago. Not sure the crank pulley has been replaced but probably was not long ago as it looks very clean.
Any vérification I could make on the crankshaft bearing ? Or just drive until...
