Depends what you mean by refurbing? One's with polished/lacquered finish are very pricey to sort out, I got mine powder coated by a local firm for £180 all round

I did my modulars with a sandblaster attachment for the karcher and a can of Hammerite smooth, they came out ok, the sandblaster worked really well

Painting steels wheels is a better way of doing it, it would be pointless to powder coat steels IMO because once they chip that's it, rust will move in

I did the alloys for my car with a flap disc, some wet'n dry, a pint of paint thinners and plastikote rattle can and a bit of laquer, a bucket load of elbow grease and about 8 hours. kept the boots on throughout and the total cost around about a tenner for the paint and wet'n dry, plus £4/ea for balancing. the weights are still silver, keep meaning to give them a lick of paint.

got steels on the landrover; they took about a half hour each with the wire brush on the grinder and a good dosing of rattle can, but I havent booted them up yet.
