What does this MOT advisory mean?

GF is buying a new car. On the last MOT it has "nearside rear rear brake fluctuating, but not excessively (3.7.B.3)" as an advisory.

What does this mean? I looked at the manual and it a breaking test but thats as far as I can work out.

What could cause this? Air in the system?

Most likely the system could need bleeding .. bu tit might also be worn discs, or pads ..
 
Check the discs and pads and more importantly it sounds like the brake pressures are not consistent when testing so it's looking like a brake cylinder or air in system.
 
Modern brake test rollers are so sensitive that they can pick up the slightest defects on disc's, fluctuating can be associated with a seized/partially seize calipers, or even just brakes that haven't been regularly used.

Agreed - it could be nothing, or it could be something - needs investigating - you do "sort of" need your brakes.

Saw a weird reading on a Peugeot once, that corner had a new wheel too.... turns out it had been heaviliy curbed, and the stub was slightly bent.....

My local MOT place will, if they aren't busy, allow folk to use their brake tester to confirm a cure on such issues - worth an ask....
