Vented filler cap

I have just replaced my filler cap which was so vented that about a quarter of tank would be lost within a mile of the filling station. I'm worried by the sharp intake of air though when I release the new cap ( which was sold as vented ) and wondered if this is normal and also what are the consequences if not enough air is being drawn back in ?
 
The fuel was pouring out as the rubber seal was shot ( I think ). The engine is diesel. I just filled up again earlier and after 2 miles released the cap again and even after that short distance there was quite in intake of air. I will check that I was sold the correct cap.
