Twisted quill under injection pump

Hi I have just noticed that the quill has a twist in it it's off a bit,does anyone know how this could have happened, been trying to set the skew timing series 3 diesel and thought this is the problem but put an old one in and it is still out but not so much see picture that seams to be the nearest I can get it, now I'm wondering if the cam could be out a bit any ideas and thanks for your kind replies and taking your time to answer

Did you get the EP mark checked against the max valve lift using dti as manual says when fitted new chain
As above can take a bit tinkering
 
Going back a long time, we used to run some AEC trucks with DPA pumps. When the pump was about to seize up, the quill shaft would snap. The quill shaft was the deliberate weak point in the drive to the pump. A new quill shaft would get the engine running, and the truck off the side of the road, but, it wasn't a long term fix - getting the pump rebuilt AND fitting a new quill shaft fixed them properly.
