Have cleaned with Mr Muscle and pressure washed, don't have time for the full bottle brush treatment but it's 1000's of % better.

How dry must it be before refitting?

Bone dry or would "damp" suffice? It's not holding any water just damp.

Give it a good swing about in a full arch of your arm travel and maybe push a rag through it with some wire or long screw driver if you do not have time for it to dry out, did you remove the MAP and clean that to by wiping clean or a quick spray of carb cleaner or switch contact cleaner ? but best dry as possible before fitting is my opinion
 
Did MAP with contact cleaner.

Will leave the heater on full for another hour but feeling like dry hot air coming through now.
