TD4 filter assembly

1. Both the 10mm bolts are knackered that hold the plastic tray for the filter assembly I have therefore took the wheel lining out I can now see the assembly but not get to it can you bend the two steel brackets that hold the plastic cover to pull the unit out?

2. There is a plug that is not attached does anyone know what it is?

That female spade end is an earth connector which should be fitted to a piece of metal with a male end on it into the plastic and touch the outside of the fuel filter. few photo's below, the brackets holding the plastic cage are pop riveted so you could cut them or grind them off then slide the cage out whole, but I would try and remove the bolts if you can.
