Swivel Housing to Axle Bolts

I am in the process of replacing one of the swivel housings and eventually got the bloody thing off! I’m going to replace all the bolts etc and noticed when ordering that there are two types, one which appears to be a normal bolt and another a dowel bolt - is this correct? And my other questions is which hole on the flange would the dowel bolt go into. I didn’t take any notice when taking them out as I’d (wrongly) assumes they were the same.

Dowel bolt will only fit on one hole. I think it's the 12 o'clock position. Check and see.
