1964 Series 2A, I'm looking to install speakers and possibly an amp to play music through my phone has anyone done this? Would you cut holes for speakers under the seat? Thanks in advance.

Agree, but folks have done it for years, i think some folks have them surgically attached nowPersonally I would not recommend using headphones whilst driving.
Noise cancelling headphones don't reduce the volume so you'll still get hearing damage add if you weren't using them. The only headphones that will protect your ears are the over ear kind that look like ear defenders (not the ones that sit 'on' the ear)Even with a really good pair of noise-cancelling over ears on can still hear more of what's going on outside the Land Rover than I can with the stereo on in a modern car. And more to the point - I'm not damaging my hearing. Those screaming gearboxes have got it in for my tinnitus.
And the law? I did get sort of stopped once decades ago, Patrol car pulled up next to me for a chat and just asked what I could hear.
Lastly - I used to get a lift to work with a deaf guy, and he was probably the most mechanically sympathetic driver I've known.
