so pretty much every thing to do with my steering has been replaced, steering rack, steering pump, and reservoir and flushed many times, but stiffness in steering when stopped, foot on the break and turning the wheel will not seem to go away. Any suggestions would be greatly appreciated...

Have you checked for obstruction of the steering column while applying the brakes?
Do engine revs change when applying the brakes?
Is Auxiliary belt and tension good?
What garage did the work?

Actually I would expect the steering to stiffen if the brakes are on. This is simple physics. The wheels will want to rotate slightly as the steering is turned. However if you have your foot on the brakes, the wheels won't rotate easily, so the steering stiffens up.
it's Landrover own make and green
I came into a u-turn fast and had to apply my brakes for the duration of the turn and couldn't make the because I couldn't turn my wheel - this is not normal for any car, same for round about or sharp bend.
The engine revs don't seem to change other than the usual coming down in gear. I don't feel any unusual with that.
Other sugesstions I don't think have been checked.

Does the power steering rely vacuum to operate? If the same vacuum is used as the brakes then an issue there might effect it.

Thanks for letting us know and glad to hear it's sorted.
Mind it seems odd that such an unusual fault was on the second hand pump as well. You sure they didn't just leave the original in place and claim they changed it for a used one?
