Steering column top bearing.

Random question. My top bearing on my steering column was completely shot. I removed the remains of the old one and brought a new supposedly NOS off of eBay. It does look in good condition but there is still a lot of movement in the bearing (I haven't fitted it yet). There are only ball bearings on the top half of the bearing i.e the side closest to the steering wheel. The rear of the bearing has no ball bearings at all. Is this correct or is it a shody replica. There's not really room for a ballrace in the bottom of the bearing. Once it's in the single race should stop the column from wobbling, it's the bottom bearings in the box that do all the work, the top bearing acts as a steady.
