Stationary Running Engine

When keeping a turbo diesel engine running but the vehicle is
stationary, is it necessary to increase the revs? We were told to do
this in Kazakhstan where the temperature was -40 degC and indeed the
Toyota Hi-Lux had a manual choke style knob. Something to do with
lubrication I think.

Not true for normal idling at the traffic lights. True if idled for
hours at a time because the bores will glaze and the engine will
consume oil at a disgusting rate, which will be permanent. Certain
engines will be protected to a great extent if a high idle speed is
used, say 1500erpm.
In extremely low temperatures the slow idling engine might also run
extremely cold and the oil might thicken enough to prevent proper
lubrication.
