Star wheel drum brake adjustment

Evening all, been out and looked at the drum brakes after my handbrake was covering a lot of movement before engaging. The drum brakes were all clean and plenty of life in the shoes, I can't seem to move the star wheel adjustment from behind the drum it's at the top just in front of the suspension so I can't work a screwdriver to move it forward to adjust please any advice on what I'm doing wrong I'm sure it's not meant to be hard?

The adjuster is behind the hand brake lever . You might need to replace the cables . The star nut thingy is really only used for loosening the shoes .I could be wrong.
