Setting accelerator pedal for 2 1/4 Diesel

What is the process for setting the free play, height and stop positioning for for a 2 1/4 diesel accelerator pedal.

Should the lever on the injector pump reach its limit of travel when the pedal is pushed to the floor?

Some information on linkage position adjustment would also be handy. My vehicle is a 1972, but the manual I have is later and shows a completely different linkage arrangement.

How i do it is get someone to push the pump throttle linkage to full throttle and then adjust the pedal till it hits the floor at that point. If it goes anyfurther it could damage something along the way

As it is currently, the lever on the pump doesn't quite hit full throttle when the pedal is fully down.

Is this how it should be?

The manual also shows a bolt labelled as "5/16" UNF x 2 1/2" Long" which is the pedal stop bolt mounted through the footwell. It this definitely correct? That does seem longer than would be needed. The manual does have some other errors.
 
actually I was looking at the manual for this today, my diesel is idling far too fast and the accelerator linkage is resting on the clutch pipe at idle, didn't think much of the explanation it gives, it says put the pedal to the floor, open the pump throttle fully then tighten the linkage pinch bolts.
