rust around Air con vents/BULKHEAD on 90..??

would it be sufficient enough to weld 2 panels eitherside around the "aircon" vents or is it worth going the whole hog and getting a whole new bulkhead.. anyone got any other ideas???
also to what extend does rust become an issue when reffering to an MoT PASS OR FAIL...

Have a search, you can buy repair panels, I have just done one of mine.
