removing dash/panel for short circuit

help i have a short circuit that has burnt out my side light/head light switch. i have isolated it to be between the fuse box and rthe steering column but it isn't at either end how to i get in behind the panel down there, have removed screws but it wont budge... help before i snap it!!!

dash is like a meccano kit, there are loads of bits!! you need to start at the top and work down, so.......clocks out, handle on N/S off, heater cotrols off, dash top off, once all that is off you can then go about removing the grey pannel, once that is out, lift out the tray and you'll see the wiring underneath, should be no need to take the whole dash out.
