Registering an ex mod Land Rover

I’ve just bought an ex mod defender wolf got the release papers and filled in the registration docs. Sent off to DVLA who returned them saying I had missed out a few bits of information. To be fair I only had the release papers and not yet received the vehicle. However DVLA are saying I haven’t provided a mot certificate. The vehicle needs work before it goes for mot but how do you mot a vehicle that’s not registered.
 
It is a long time ago, but I got an MOT on a bike which wasn't registered. The frame number was used to identify it. Got it insured on the frame number as well, so it could be ridden to the MOT garage.
 
I got my Shorland MOTed just on the chassis number, in order to then register it. That was about 35 years ago so don't know if things have changed.
 
Thanks guys for all the help on this one, I’ve been in touch with DVLA and been informed that to register the vehicle I do need an MOT. So for now I’ll have to fix it first and then get it tested. Thanks again for all your help.

When i built my kitcar i used enough of the donor car to qualify to use that reg number but before i could register it i had to get it inspected with a 'super MOT' at a DVLA test station. I had to insure it using the chassis number. Once it passed the inspection i was officially given the reg number.
