Rays-a-laugh

I there can anybody help me
I have a Freelander 1800 XEI with 2 problems.
1st after running for about 30 mins If i stop in taffic, or lights.I noticed my Rev Conter goes up to about 2500 revs on its own and as I go to pull away there seems to be no power, and it usually stalls. It will not start strait away and i have to leave it for 10-15 mins before it will start. Any ideas i,m desperate.
2nd My twin fans seem to be running constantly ( bye the way it,s a W reg)
