It's factory fitted blanking plug for late Eu3 modells, part number PYB500040, usually it's sold only as genuine and hilariously expensive for what it is so you can improvise and blank there other way... why it's there it's obvious IMO 
... previously on Eu2 modells there was a hose from there back to the radiator and on early Eu3s to the EGR cooler but it seems LR considered it's useless due to too reduced flow there and blanked it.

You can also use silicone blanking caps , which you can get from Fleabay, somewhere around the 18mm / 20mm size.
