From what I can see from the pics, I would say that this was always a civillian vehicle. But one that has either been modified by the owner, but more likely built like this for a commercial customer, maybe a utility company or something like.
 
Rear crossmember isn't military. I like the bullet sidelights on the wings, though.
 
just that i have never seen sidelights like these on any landy, not really bothered if its military, i am going to strip it down its got a good chassis and a perkins engine and o/drive gearbox, will build it up for myself but as a pickup
 
those sidelights i think are from the 40s-50s, used on cars that had proper wings and possibly even running boards, i vaguely remember seeing them on some of the motors that my dad had, probably Austins or Morris'
