mass damper

was under my p38 today and noticed this round lump of metal bolted to the front axle google serch showed picture and name of mass damper. question is should i be able to wobble this thing around with my hand or should it be unmovealbe?

I would imagine it is supposed to be bolted tight, else it won't be able to dampen any vibration from the axle....

EDIT: RAVE indicates bolt to be tightened to 45Nm (33lbft) .... so yes it should not be wobbly
