If I put LT tires with a D or E rating on my 16 stock wheels, will I
be able to fully inflate the LTs?

If the LT's inflate to 70 or 80 psi and the stock wheel is rated to
only 65psi, what problem will I have if I inflate to 70 or 80psi?

With the stiffer walls on the LT, I could ride at 65 psi but I'd
rather inflate to 70-80.

The wheels should have a load rating (in lbs.) stamped on the inner
surface of the rim, part of the DOT regs. for wheels. As long as you
don't exceed that rating you should be fine. Never seen a wheel with a
"max. psi." rating for the tire.
 
I believe you are mixing up terms.

The load rating is how much weight you can carry at the maximum air
pressure the tire can carry.

You can get bicycle tires that will hold 100 psi of air, but are only
load rated for 150 lb. and big fat truck tires that can carry a ton but
only can take 45 psi.

So if your LT tire can hold 70 psi, that is only for the maximum load
the tire can handle.

If you are running an empty truck, you want to go with the PSI on the
vehicle door or glove box sticker, Not the number on the sidewall of the
tire.

Then when you load your truck, you can up the tire pressure to match the
load.

The same tire can fit a big heavy truck with a full load or an empty
Sami for instance. One needs 70 psi, the other needs 25 psi for the
exact same tire.

I also have never seen a rim pressure rated, but if it is, 'do not'
exceed that pressure no matter what tire you put on.
