do you have a front diff?
do you have manual hubs? if so did you engage them.
do you have automatic hubs? if so did you engage them, (Usually by reversing
3 feet or so untill you hear a click.)

What year Korando? I did a Google since I've never heard of it before. I
found it to be either a Ssongyang or a Daewoo, depending on whether made
before or after Daewoo bought Ssongyang. looks like a Dali warped version of
a Jeep Wrangler Hardtop.
Basic specs seem good.

I found a forum with plenty of discussion on the Korando, try
http://www.my4x4.co.uk/forum/viewthread.php?tid=493 for a discussion on
Ssongyang and Daewoo 4x4 problems.
The consensous of the forum seems to be the problem will be a vacuum leak in
the front 4x4 system thats not activating the front wheel locks.
Appearently the front axle and driveshafts are always engaged, it's only the
hubs that lock the front wheels into drive, sounds a bit dodgy to me, more
wear and turning bits doing no good until you actually engage the 4x4.

The front hubs are operated by vacuum when you turn the 4x4 switch.
So check to see if you have vacuum at the hubs when you turn the switch,
if not follow the pipes back to the dash looking for a leak.
