the only place i can think of that allows non legal drivers is toms farm in mid wales.

I was hoping that most sites would allow teenagers to have a go since I would like my son to get involved in a bit of relatively safe motorised fun off-road rather than getting himself something on two wheels when he is 16 or a tin can at 17.
I would imagine the problem is with insurance, but I will keep looking!
