I'm just in the process of trying to identify the root cause of my sluggish 300tdi. I've recently fitted a boost gauge that has confirmed my initial thoughts that it was not boosting as it should. I'm in the process of looking for any boost leaks and thought I would look on the internet at possible replacement parts should they be required.
Another train of thought is that it could be a weak actuator spring hence not able to hold the correct boost pressure. Hence I have just looked at replacement actuators and I can't believe the cost to replace £186!!! A new turbo is not much more.

actuator spring is the diaphragm
 
You could always try locking the wastegate arm in the closed position with some locking wire or similar then go for a drive. Obviously keep an eye on the gauge as you will have no boost pressure regulation but it will prove or disprove that theory
 
Are you checking the boost correctly. Should be done on a long hill to load engine. Static or just driving around normally is no good.

Yes I am checking it correctly. I am testing it under load and I would be lucky to get up any incline in 4th as speed drops off like you wouldn't believe. I've got it booked in a LR centre on the 23rd for diagnosis of the fault.

Don't believe i mentioned fourth. Are you testing it as i described in post #8? If so you have already diagnosed the fault.

It could be:

a boost leak
damage compensation diaphragm
split hoses at numerous locations
weak actuator
sticking actuator

I'm sure there are some I've missed. Hence it's not a straight forward diagnosis.
